CHINA
NO LONGER AN EASY GAME
During the Shanghai Auto Show in late April, Volkswagen
and General Motors Corp. put on a brave face. At Volkswagen's
5,000-sq.-meter stand, car buffs could sample tropical fruit,
salmon, and chocolate while ogling the new 200-horsepower Golf GTI
and the Audi A6L -- a China-only version that's 10 cm longer than
the standard A6 to make the back seat roomier for execs with
drivers. At GM's display, models in slinky outfits posed beside the
chiseled 3.6-liter Cadillac CTS, the new Chevrolet Aveo compact
sedan, and -- to give Chinese buyers a taste of GM's former grandeur
-- a 1959 Cadillac Eldorado.
But all the flash in the world can't hide the challenges the
two companies face in China. Both came early to
the mainland -- GM formed its Shanghai joint venture in 1997, while
VW arrived 21 years ago -- and quickly dominated the market. But now
they're getting trounced by new entrants offering smaller, cheaper
cars. Led by the success of its Elantra compact, starting at
$13,600, Hyundai Motor Co.'s unit sales in China soared by 156%
in the first quarter over the same period last year according to
market researcher .
Guangzhou Honda Motor Co. sold 76% more cars as
buyers snapped up its $10,360 Fit. And domestic champ Chery's sales
climbed 42%, driven by the explosive response to its $3,600 QQ. VW,
meanwhile, has seen its 2001 market share of 40% tumble to less than
20% last year, as sales plunged by nearly two-thirds in the
first quarter. GM's sales from its Shanghai operation -- its
biggest China venture -- dropped 35% in the quarter and its overall
profits in China plummeted 80%, to $33 million. . . . . . . . .

Both GM and VW have outlined ambitious cost-cutting programs in
China and are urging more suppliers to start producing in the
mainland as well. Competition, though, is sure to increase as
ambitious newcomers keep chipping away at the early leaders. China
used to be an easy game. Not anymore.

SUPACHAI CALLS FOR GREATER SENSE OF URGENCY IN TRADE
TALKS
Director-General Supachai Panitckpakdi, in his remarks before the OECD Council
at Ministerial Level in Paris on 4 May 2005, urged Ministers to "provide
essential impetus to the work in Geneva", warning that "convergence is
not built overnight, and time is running out quickly". He stressed that
"failure would be a major setback for growth, development and the
multilateral system".
APPELLATE BODY ISSUES REPORT ON SUGAR DISPUTE
The Appellate Body, on 28 April 2005, issued its report on the complaints of
Australia, Brazil, and Thailand against "European Communities - Export
Subsidies on Sugar"
CHINA - Agricultural Technology Transfer Project -
US$100 million approved by World Bank to develop and test innovative models for
agricultural technology transfer, aimed at generating additional farm income in
high-value agricultural markets. The project components include building
large-scale technology transfer markets in or near the Yangling Development Zone
to be used for exhibition and trade of agricultural technologies and
information, promoting Commercially Attractive Key Technologies and New
Institutional Arrangements, and financing a range of capacity-building and
training activities.
WBank seeks
an Education Specialist or Economist by the East Asia and
Pacific Human Development Sector Unit to help meet its clients' needs in
secondary and higher education. The candidate will be expected to work with
country teams to conduct policy dialogue with clients, provide operational
support for programs, and develop new business. Minimum requirements include an
advanced degree in a relevant field such as Education, Sociology or Economics,
and at least 8 years of operational experience, with a track record of work on
challenging human-development projects.
PHILIPPINES - Second Women's Health and Safe
Motherhood Project - US$16 million to contribute to the national goal
of improving women's health by demonstrating, in selected sites, a sustainable,
cost-effective model of delivering health services. It will help increase access
to acceptable and high quality reproductive health services for disadvantaged
women, and enable them to safely attain desired spacing and numbers of children.
TAIWAN Automotive & Ground Transportation-
Taiwan authorities have announced plans to invest over NT$ 211 billion on a
variety of ongoing and new railway projects between 2005 and 2008 to create an
integrated railway transport system. Some 30-40 percent of the total budget will
be used to procure equipment and engineering/consulting services. Since local
production is insignificant, the Taiwan market for rail equipment is heavily
dependent on imports. European and Japanese firms have garnered the majority
market, however, there are still potential business opportunities for U.S.
suppliers.
Export opportunities for U.S. firms in this sector include: rail cars,
diesel-electric locomotives, electrical & mechanical facilities (E&M),
signaling systems, communication systems, elevator and escalator systems, power
supply equipment, automatic fare collection systems, depot facilities and
station/ tunnel service facilities.
Guangdong to
Build World's Largest Garbage Treatment Project
Costing 329 million yuan (39.78 million US dollars), the Likeng Domestic
Garbage Treatment Project, is the first garbage treatment project in Guangdong
which has the functions of sorting out garbage, anaerobic fermenting and
generating electricity with methane gas, said Lu Zhiyi, director of the
Guangzhou Urban Outlook and Environmental Protection Administration. Likeng
Garbage Treatment Plant is located in Tai He Town, Baiyun District, 29 kilometer
away from the downtown area of Guangzhou.
The project has a disposing capacity of 1,000 tons daily, larger than the
daily disposing capacity of 600 tons of the currently world's largest
multiple-functional garbage treatment project in Spain. The No. 2 power
plant, which burns 2,000tons garbage daily, will go into operation by the end of
2007 and the third one is expected to be completed before 2010, burning 3,000

COSMETICS & SKIN CARE - in Vietnam The
cosmetics sector in Vietnam is in the early stages of development. Presently,
the sale of cosmetics and beauty products is largely uncontrolled and is plagued
by a wide range of fake, mislabeled, and smuggled products. The Vietnamese
cosmetics market is, therefore, highly price sensitive and full of cheap
knock-offs, both of which are potential hurdles for international cosmetic
giants who may wish to enter the market but who usually offer their products at
premium prices. The 2004 Vietnamese market share of cosmetics products sourced
from foreign nations is as follows: Korea - 30%, Japan - 17%, EU - 23%, US -
10%, Thailand - 13%, and Others - 7%

Food
Processing/Packaging Equipment needed in E. Java
East Java is one of the main liquid milk producers in Indonesia, with several
leading dairies located in the area, such as: P.T. Nestle Indonesia, Frisian
Flag Indonesia, P.T. Prima Japfa Jaya and P.T. Sari Husada. The US$2.7 million
dairy plant is built on 2.75 ha of land and has a production capacity of 40 tons
of high temperature liquid milk using Tetrapak machinery from Sweden. Marketing
of the dairy products is target for Eastern Indonesia including Bangka, East
Kalimantan, South Sulawesi and East Java.
Implication for U.S. business: Continuing expansion of Indonesia's dairy
industry should offer opportunities for U.S. exports of food processing and
packaging equipment. Sekar Tanjung has announced plans to expand the business
within the next several years. CS Jakarta will continue monitoring the growing
dairy industry, identifying commercial opportunities for American companies as
they develop.

Foreign
Hospitals in Foreign Economic Zones in Korea from 2008
Korea's National Assembly passed revisions to the Act on Designation and
Management of Foreign Economic Zones (FEZ) on December 31, 2004, which took
effect as of April 1, 2005. The amendments include provisions that allow native
Koreans to receive medical services at foreign-run hospitals in free economic
zones to be located in Inchon, Pusan, and Kwangyang. Initially, the Korean
government hopes to attract world-class foreign-managed hospitals to the Incheon
free economic zones.
Korea is developing free economic zones in three port cities - Inchon, Pusan,
and Kwangyang - as part of the government's goal of becoming a hub for business,
finance and logistics for Northeast Asia. The amended Act allows general
hospitals, dental clinics and recuperation facilities to be established by
foreigners or foreign corporations in the special economic zones. These
facilities will also be open to servicing local Korean patients, who will pay
out-of-pocket. Pharmacies operating in the zones, however, will not be allowed
to sell medicine to Koreans.
